The veteran singer-songwriter, previously of Dinosaur Jr., Sebadoh and The Folk Implosion, returns with a melancholy but still joyously uplifting new solo album of lo-fi indie folk, acoustic guitar, jaunty and poignant numbers. It’s clear there’s much tragedy behind the songs, but Barlow’s delivery has hope and every phrase, from the single Lead single Love Intervene to Why Can’t It Wait, his high, clear voice like a lighthouse through any gloom, and guitar work crisp, clear and ringing true and nifty, even the downbeat Over You, the darker Thirsty, all the way to final track Act of Faith. Highs and Lows, three-quarters the way through, sums things up, but whatever the lows, there are always highs. Out on Joyful Noise
